A's promote Billy Owens and Dan Feinstein

The Oakland A's promoted Billy Owens to Assistant General Manager/Director of Player Personnel and Dan Feinstein to Assistant General Manager, Pro Scouting and Player Personnel, the club announced today.
 
The 2016 season will be Owens 18th with the Athletics and his 13th in player personnel. He spent five seasons as a minor league hitting coach and area scout for the A's from 1999-2003 before being named Director of Player Personnel in 2004. Owens will continue to provide input and recommendations for potential trades and free agent signings, along with evaluation in the area of amateur scouting.
 
Feinstein is in his fifth season of his second stint with the A's. He served in a variety of capacities from 1994-2004 before joining the Los Angeles Dodgers in 2005 as Coordinator, Baseball Operations. Feinstein then spent six years as Director, Baseball Operations for the Tampa Bay Rays before returning to Oakland following the 2011 season as Director of Professional Scouting/Baseball Development. He will continue to oversee the A's professional and international scouting efforts while assisting in all other aspects of baseball operations.
