We also identify the prospect who just missed the Top 30 list, a player who didn't make the big league Opening Day roster but should make an impact this year, a prospect who is ready to break out in 2019 and the team's best defensive prospect.

Just missed Top 30: Zach Warren
A rough junior season at Tennessee dropped Warren to the 14th round of the 2017 Draft and if his first full season is any indication, the Phillies got a steal. With a fastball up to the mid-90s and a power curve, he struck out 15.9 per nine innings in 2018.

On the shelf
Jhailyn Ortiz had a rough 2018 season in his first taste of full-season ball, but the Phillies were ready to move him up a level to Clearwater and the Class A Advanced Florida State League. He’ll still head there, but a relatively minor hamstring issue is holding him back for a week or two.

Impact prospect: Enyel De Los Santos
De Los Santos provides the Phillies with depth in a number of ways. He’s been a starter, and performed well in that role in 2018, but he also has stuff that would play well out of the bullpen, something he did during his big league debut last year. He’ll continue to start in Triple-A and wait to see what needs arise at the highest level.

Breakout prospect: Luis Garcia
There’s nothing like winning the Gulf Coast League batting title in your professional debut to open some eyes. Signed for $2.5 million in July 2017, the switch-hitter can swing well from both sides of the plate, there’s some power to come, he can run and he plays good defense. The teenager could very rapidly climb up the top shortstops list in 2019.

Best defensive prospect: Garcia
Garcia has a strong arm to go along with terrific hands and feet, and speed that gives him excellent range to stay at shortstop long term. He's only going to get better as he matures.
