Elias promotes several members of Orioles' front office staff (source)
BALTIMORE -- Prior to the 2025 season, Mike Elias was promoted from general manager to president of baseball operations in Baltimore. Now, the Orioles’ front office is undergoing more modifications ahead of the ‘26 campaign.
According to a source, the O’s are making the following changes to the structure of their brass:
- Brendan Fournie: Promoted from senior director of baseball strategy and operations to assistant general manager
- Matt Blood: Promoted from vice president of player development and domestic scouting to vice president of player and staff development
- Will Robertson: Promoted from director of pro personnel to vice president of domestic scouting
- Chad Tatum: Promoted from manager of domestic scouting to assistant director of domestic scouting
- Hendrik Herz: Promoted from manager of domestic scouting analysis to assistant director of draft operations
- Kevin Carter: Promoted from manager of pro scouting to assistant director of pro scouting
The club has not yet confirmed or announced the series of promotions.
Fournie will be the third assistant GM underneath Elias and will be positioned alongside Eve Rosenbaum and Sig Mejdal, who is also a vice president. Fournie will oversee baseball economics, advanced scouting and salary arbitration.
After working for the Astros from 2016-21, Fournie joined the Orioles in November 2021. He will also provide roster and transaction support in his new role.
Blood’s promotion marks his second in a little more than two years. In October 2023, he went from director of player development to vice president of player development and domestic scouting. He oversaw Baltimore’s Draft operations during the past two seasons.
In Blood’s new job, he will still oversee Minor League player development and operations, but he will also provide executive support for the Major League staff and player development group and support the sports medicine and performance departments.

Blood has been with the O’s since September 2019, after previously working for the Rangers (2018-19), USA Baseball (2016-18) and the Cardinals (2008-16).
Robertson will now be in charge of the Orioles’ Draft operations in his new domestic scouting role, with Tatum, Herz and Carter all continuing to be part of that group. Robertson is a former player who has worked in various scouting roles since joining Baltimore’s staff in January 2020.
It’s been an offseason filled with change for Baltimore, which has hired manager Craig Albernaz and is constructing a new coaching staff. The O’s hope the moves will help them return to contention after going 75-87 and finishing last in the American League East in 2025.
