Blue Jays roster moves

The TORONTO BLUE JAYS have reinstated RHP DAVID PHELPS from the 60-day injured list and will be active for tonight’s game. To make room on the 25-man roster, RHP JUSTIN SHAFER has been optioned to Triple-A Buffalo.

To make room on the 40-man roster, RHP ELVIS LUCIANO has been transferred to the 60-day injured list and will be eligible to be reinstated on August 12, 2019.
