While the offending sound did bear a marked resemblance to a cow's moo when heard in isolation, it was in fact the beginning of Mötley Crüe's "Kickstart My Heart":
The nerves of Putz and everyone else in the stadium probably could have used a little less kickstarting at this particular time. Thankfully, the game resumed after what was ruled a no-pitch and there were no more '80s metal incursions for the rest of the contest.
