2016 Draft bonus pools, pick values
Reds have largest allotment, followed by Phillies, who own No. 1 selection
A year after spending a franchise-record $9,018,050 on Draft bonuses, the Reds are poised to blow well past that figure in 2016. According to figures released by MLB to teams Monday, Cincinnati has baseball's largest bonus pool for the first 10 rounds of this year's Draft at $13,923,700.
Each pick in the top 10 rounds comes with an assigned value, and the total for each of a team's choices covers what it can spend without penalty in those rounds. Any bonus money in excess of $100,000 given to an individual player selected in rounds 11-40 also counts against a club's bonus pool. The amounts rise each year in accordance with Major League Baseball's revenue growth and increased by 4.62 percent compared to 2015.

The five largest pools belong to National League clubs, as do seven of the first eight picks in the Draft. Behind the Reds, four other teams have pools in excess of $10 million: the Phillies ($13,405,200), Padres ($12,869,200), Braves ($12,385,200) and Rockies ($11,153,400).
Philadelphia owns the No. 1 choice, which comes with a value of $9,015,000. The Phillies are unlikely to spend that much on the top selection and can use their savings to bolster bonuses of later choices. Dansby Swanson got $6.5 million from the Diamondbacks as the No. 1 pick in 2015, while Gerrit Cole set the all-time Draft bonus record with $8 million from the Pirates as the No. 1 choice in 2011.

The Cubs, who surrendered their top two choices as compensation for free agents Jason Heyward and John Lackey, have the lowest bonus pool at $2,245,100.
The pools for all 30 teams total $234,331,200. In 2015, the industry spent a record $248,831,830 on Draft bonuses, including $38,948,300 after the 10th round.
If a player chosen in the first 10 rounds doesn't sign, his pick's value is subtracted from his club's pool. If a team surpasses its allotment, it faces penalties.
A club that exceeds its pool by 0-5 percent pays a 75 percent tax on the overage. At higher thresholds, teams forfeit future picks: a first-rounder and a 75 percent tax for going beyond their pool by more than 5 and up to 10 percent; a first- and a second-rounder and a 100 percent tax for more than 10 and up to 15 percent; and two first-rounders and a 100 percent tax for more than 15 percent.
In the first four years under these rules, clubs have outspent their pools a total of 51 times, but never by more than 5 percent.
